The ongoing battle to fight COVID-19
pandemic globally has brought many organizations and governments helping one
another and sharing its best practices. In the Philippines, with over 10,000
cases of patients infected, a development team from CMI Tech and Spring Valley
created an online application called C.L.E.A.R to aid in the
control of the spread of COVID-19.
PLDT Enterprise enables the Citizen’s
Logistics & Early Assessment Reporting Tool (CLEAR) COVID-19 Online App
which allows users to track their state of health on a daily basis and enable
contact tracing when necessary.
In the said endeavor, PLDT Enterprise
gives the necessary support to the CLEAR team with its required connectivity
and sponsorship, enabling more LGUs to adopt the usage of this online app.

Luzuriaga, Chief Executive Officer of Spring Valley Tech Corp. and
President of the Philippine Software Industry Association, said “the
primary goal for the CLEAR App is to keep the community informed of possible
COVID-19 infections and provide healthcare authorities with the tools to trace
the spread of infections to help prevent an outbreak. Tracking the daily health
condition as well as the touchpoints of an individual will help assess one’s
state of health. With PLDT Enterprise as a partner, we hope to have more LGUs use
this app to assist management of the pandemic.”
Seven Local Government Units are
currently using the app: Zamboanga City, Naga City, Butuan City, Iriga City,
Bago City, Maasin City and Legazpi City, with 20 more in the pipeline and a
projected user base at 1.9 million.
Residents of these cities are enjoined
to register on the app at www.covidclear.info as part of its data gathering
phase, and for proper data management. The support provided to LGUs will
be for larger adoption in the future, as well as integration into Neo4J for
Visualization, a graph database management system. Moreover, the app can become
a portal to help facilitate and track mass testing.

the COVID-19 outbreak in our country.”
The CLEAR team also announced its
intention to give away incentives to LGUs and individuals with the most number
of registered users in the application, in the form of electronic currencies,
or in kind, which will be distributed upon lifting of ECQ. Prizes for top LGUs
will go to those who have the most number of registered users and prizes for
individuals will be given to those who are diligently following the
government’s orders under the quarantine.
CLEAR assures the public that all
personal information given in the platform will be shared with relevant health
authorities only when the need arises and obtained to effectively contain the
spread of COVID-19.
